AB 573 passed the Legislature with strong bipartisan majorities and was signed into law by Governor Newsom

AB 573, authored by Assemblymember Chris Rogers (D−Santa Rosa), would increase the annual TRL fee from $265 to $450 beginning July 1, 2026. The bill authorizes CDTFA to further increase the fee up to $600, as needed to cover reasonable costs of administering the act. It also directs the Legislative Analyst’s Office to report on:

  • Whether the fees are sufficient to maintain an effective licensing and enforcement program and attain a reasonable reduction in the availability of flavored tobacco products.
  • Strategies and tools for improving efficiency and coordination among the various tobacco enforcement agencies in California.

Governor Newsom signed the bill into law on October 3, 2025.
